Software Development Specialist 3

Position required for COVID-19 response purposes. Analyzes, designs and develops software solutions for specific business initiatives:
* Ensures current and/or future business process flows are defined and documented;
* Conducts detailed alternative analyses and determines end-user requirement(s);
* Consults with end-users, technicians, management, and others;
* Leads design reviews;
* Creates, edits, tests and/or compiles software code;
* Documents software code (e.g., uses cases, in-line code comments);
* Provides post production support for applications varying in size, scope and impact to agency operations;
* Assesses overall system performance including optimizing code. Creates detailed test designs and test plans;
* Creates and reviews test data for performing test scenarios;
* Coordinates execution of unit and system test scripts, debugging efforts and defect tracking, support of user acceptance testing, and software implementation and deployment tasks;
* Leads the development, implementation and monitoring of IT quality assurance standards and testing;
* Performs performance and load testing. Performs other duties as assigned (e.g., assists higher-level IT staff with estimating workload requirements).Minimum

Qualifications

Primary Technology: .NET Framework.
Secondary Technology:
HTML/JavaScript/Angular.
Completion of undergraduate core program in computer science or information systems; 36 months combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 months work experience in the primary technology as specified by the agency position description & job posting.
* Or completion of associate core program in computer science or information systems; 42 months combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 months work experience in the primary technology as specified by the agency position description & job posting.
* Or 60 months combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 months work experience in the primary technology as specified by the agency position description & job posting.
* Or equivalent of minimum class qualifications for employment noted above.
