Applications Systems Analyst II

The primary purpose of this position is to provide business analysis, system analysis, programming, to complex systems within the organizational unit. The role of this position may include, but is not limited to:

  • Lead or participate in requirement gathering sessions, develop requirements, design new complex programs, analyze and modify existing programs, debug multifaceted programs, perform system administration/configuration, write specifications, lead or participate in code review, write test plans and conduct testing;
  • Produce deliverables for all phases of the software development lifecycle from functional requirements through final implementation;
  • Provide production application support;
  • Participate in effort planning with clients, technical leads, and organizational unit management;
  • Conduct planning sessions with clients for specific modifications and enhancements to intricate applications;
  • Conduct status reporting;
  • Monitor work efforts for quality assurance;
  • Ensure adherence to procedures;
  • Perform advanced application assessment and performance monitoring in order to identify and correct avoidable production interruption.
  • Specific/specialty duties will be assigned to this position as required to meet business needs.

This position is expected to work with stakeholders, provide team leadership and provide analysis/programming/testing and support over one or more applications in a team environment developing deliverables, solving common problems, and providing successful automation solutions to meet various business requirements. This position requires a cross system high level understanding of a variety of technologies to effectively support end- users/clients for Multi
- Payer system. This work requires strong communication skills, and ability to effectively interact with a broad range of end-users/clients and an ability to use a variety of technical resources for providing the support.

The DHHS Information Technology (IT) Division provides enterprise information technology leadership and solutions to the department and their partners so that they can leverage technology resulting in the delivery of consistent, cost effective, reliable, accessible, and secure services. The DHHS IT Division works with business units to help ensure the availability and integrity, and promotion of confidentiality of automated information systems to meet their business goals.
DHHS IT Division's primary information technology services are Application Management, Project Management, Privacy and Security, Financial Management, Health Information Technology, Infrastructure and Service Management.

Salary Grade:
IT06; Recruitment Range $61,972 - $102,400

Knowledge, Skills and Abilities / Competencies

  • Demonstrated experience in systems development to include understanding of the system development life cycle; software project management approaches and requirements, design, and test techniques.
  • Advanced demonstrated experience in Cloud Technologies like AWS, Azure
  • Experience with Spring Boot Framework, Angular, JSON, JavaScript, VB
    Script, CSS and Gradle
  • Experience with Web Services (REST, SOAP)
  • Demonstrated understanding of enterprise architectural patterns
  • Proven ability to communicate, emphasize methodology, model and govern, and effectively interact with a broad range of technical and non-technical team members.
  • Experience working with Agile methodology

Management Preferences

  • Ability to develop, monitor, and communicate changes to project scope, project plans, timelines, status, issues, and risks for complex projects
  • Ability to exercise creative and critical thinking in evaluating complex situations and developing efficient solutions to process data
  • Knowledge of Healthcare specifically claims processing, as well as Healthcare policies and legislation

Minimum Education and

Experience

Requirements

Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, Math, or Engineering or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development;

- OR-
Bachelor's degree with some computer coursework from an appropriately accredited institution and three years of experience in business applications consulting or development;

- OR-
Associate's degree in computer programming from an appropriately accredited institution and three years of experience in application consulting or development;

- OR-
An equivalent combination of education and experience.
